Joint Policing Committees
The Policing Authority is an independent agency established to oversee the performance of the Garda Síochána in relation to policing services in Ireland. The Authority was established by the enactment of the Garda Síochána (Policing Authority and Miscellaneous Provisions) Act 2015
which amends the Garda Síochána Act 2005.
The Act provides for an extensive range of functions for the Authority, some of which were previously the responsibility of Government or the Minister for Justice and Equality.
The overarching role of the Authority is to oversee the performance by the Garda Síochána of its functions relating to policing services. The Authority performs a number of functions in relation to Joint Policing Committees. These are:
Under section 35(1) the Authority has responsibility for issuing guidelines to Local Authorities and the Garda Commissioner concerning the establishment and maintenance of Joint Policing Committees (JPCs)
Under section 35(6), the Authority may convening meetings of Joint Policing Committee chairpersons for the purpose of coordinating or facilitating the performance of their functions.
The Authority will convene a meeting of Joint Policing Committee chairpersons on July 5th 2017.
In accordance with section 36 (5) (b) of the Garda Síochána Act, as amended, a copy of the annual report of Joint Policing Committees is to be forwarded by Joint Policing Committees to the Policing Authority, the Minister for Justice and Equality, and the Garda Commissioner not later than three months after the end of each year. The Reports submitted to the Authority for 2016 are set out below.
The Authority would ask that committees might also forward their meeting dates for 2017. The Authority hopes to attend a number of these meetings over the coming months.
